A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii must commit to different forms of sustainable agriculture through the use of new technologies.  Sustainable agriculture is defined by the United States Department of Agriculture as an integrated system of plant and animal production practices having a site-specific application that will, over the long term:

     (1)  Satisfy human food and fiber needs;

     (2)  Enhance environmental quality and the natural resource base upon which the agricultural economy depends;

     (3)  Make the most efficient use of nonrenewable resources and on-farm resources and integrate, where appropriate, natural biological cycles and controls;

     (4)  Sustain the economic viability of farm operations; and

     (5)  Enhance the quality of life for farmers and society as a whole.

     Sustainable farming also allows farmers to transform their farms into giant recycling centers.  They can turn crop waste and animal manure into fertilizers, use crop rotation to enrich the soil, and reroute rainwater to fuel the irrigation system.  Not only do these practices save money but they also conserve natural resources.  New technologies supporting sustainable agriculture must be pursued to improve and create an innovative agricultural economy in the State.

     Accordingly, the purpose of this Act is to provide funds for phase one of a pilot project at the college of tropical agriculture and human resources at the University of Hawaii at Manoa to create new technologies for sustainable agriculture in the State through scientific research and support services.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $       or so much thereof as may be necessary for fiscal year 2014-2015 for phase one of a pilot project at the college of tropical agriculture and human resources at the University of Hawaii at Manoa to create new technologies for sustainable agriculture in the State through scientific research and support services for an integrated agricultural system to include development of a multi-soil-layer water remediation system, solar and biological waste water detoxification, and sustainable conversion of agricultural wastes to energy and value-added projects.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  The college of tropical agricultural and human resources at the University of Hawaii at Manoa shall submit a report to the legislature on its progress and findings concerning the integrated agricultural system pilot project, including any recommendations, no later than twenty days prior to the convening of the 2015 and 2016 regular sessions.

     SECTION 4.  This Act shall take effect on July 1, 2050.
