A BILL FOR AN ACT
relating to a task force to review the impacts of the aging population.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that currently, 238,000 Hawaii residents, constituting 18.7 per cent of Hawaii's total population, are aged sixty and older. By 2030, this age group is projected to constitute more than one-fourth, or 27.4 per cent, of the State's population. The large aging population will have a major impact on the organization and delivery of healthcare, with a shift from acute to chronic illnesses, such as heart disease, cancer, stroke, chronic lower respiratory diseases, Alzheimer's disease, and diabetes.
The legislature further finds that it is important to have an accurate understanding of the impacts that this demographic shift will have in Hawaii to ensure that adequate care and services will be available.
The purpose of this Act is to convene a task force under the University of Hawaii center on aging to review the impact that the aging population will have in five, ten, and twenty years. The scope and objectives of the review shall be determined by the director of the executive office on aging.
SECTION 2. (a) The University of Hawaii center on aging shall convene a task force to conduct a review of the impacts of the aging population in Hawaii in five, ten, and twenty years.
(b) The task force shall include the following members:
(1) The director of health or the director's designee;
(2) The director of human services or the director's designee;
(3) The director of labor and industrial relations or the director's designee;
(4) The director of business, economic development, and tourism or the director's designee;
(5) The director of the executive office on aging or the director's designee;
(6) The chair of the policy advisory board for elder affairs or the chair's designee;
(7) The chair of the Hawaii workforce development council or the chair's designee;
(8) The director of the office of primary care and rural health or the director's designee;
(9) The director of the health planning and development agency or the director's designee;
(10) The dean of the University of Hawaii John A. Burns school of medicine or the dean's designee;
(11) The dean of the University of Hawaii school of nursing and dental hygiene or the dean's designee;
(12) The dean of the University of Hawaii at Manoa Myron B. Thompson school of social work or the dean's designee;
(13) The executive director of Kokua Mau or the executive director's designee;
(14) The executive director of the city and county of Honolulu elderly affairs division or the director's designee;
(15) The Hawaii county executive of the office of aging or the executive's designee;
(16) The Kauai county executive on aging or the executive's designee;
(17) The Maui county executive of the office on aging or the executive's designee;
(18) One representative from the nursing home industry;
(19) One representative from the adult residential care home industry;
(20) One representative from the home care services industry;
(21) An advocate from the private sector who has personal experience as a caregiver; and
(22) One representative from American Association of Retired Persons Hawaii.
(c) The director of the executive office on aging shall determine the scope and objectives of the task force no later than January 1, 2019.
(d) No member of the task force shall be made subject to chapter 84, Hawaii Revised Statutes, solely because of that member's participation as a member of the task force.
(e) Members of the task force shall serve without compensation, but may be reimbursed for expenses by the executive office on aging, including travel costs, necessary for the performance of their duties under this Act.
(f) The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2020.
(g) The task force shall cease to exist on June 30, 2020.
SECTION 3. This Act shall take effect upon its approval.
