A BILL FOR AN ACT
RELATING TO TOURISM.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1.
The legislature finds that many tourists to Hawaii may be unaware of the
various federal, state, and county laws, rules, and ordinances that protect
public monuments and structures, including but not limited to Native Hawaiian
cultural sites, burial grounds, and places of worship. The department of agriculture's plant and
animal declaration form, which must be completed before arrival in the State,
is one document that many tourists see.
The legislature therefore finds that this form is an appropriate place
to notify tourists of the laws against desecration.
The purpose of this Act is to require the
department of agriculture to include in the plant and animal declaration form a
statement that provides notification of the various federal, state, and county
laws, rules, and ordinances that protect public monuments and structures,
including but not limited to Native Hawaiian cultural sites, burial grounds,
and places of worship.
SECTION 2. Chapter 141, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"§141- Declaration
form; desecration laws. The department of agriculture shall include
in the plant and animal declaration form a statement substantially similar to
the following:
"Various federal, state, and county
laws, rules, and ordinances protect public monuments and structures, including
but not limited to Native Hawaiian cultural sites, burial grounds, and places
of worship. Learn more about these protections

I affirm that I am aware that protections may
exist and that I will heed Hawaii's desecration laws.""
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on June 30, 3000.
