A BILL FOR AN ACT
RELATING TO installation of a SIGNALIZED CROSSWALK on vineyard boulevard.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that additional funds are needed to support department of transportation project number 98A-01-15, to construct and install a signalized crosswalk on Vineyard boulevard at River street on the edge of Chinatown in Honolulu. The signalized crosswalk will be installed at the mauka end of River street, a heavily used pedestrian thoroughfare, where it terminates at Vineyard boulevard. It will be activated only upon a pedestrian pressing the button.
The concept is to allow for easier pedestrian access across a heavily trafficked six-lane roadway. The surrounding community contains high-density residential development, and pedestrian travel is encouraged by urban design. Safe and direct access across Vineyard boulevard that improves the connection between the north and south ends of Chinatown is needed because there are popular destinations on both sides of the street, and the area demographics include a high number of people who are elderly or have impaired mobility. A signalized crosswalk at River street will also support the transit-oriented development efforts and address future pedestrian needs.
The project was initially supported by the legislature in the Supplemental Appropriations Act of 2014. In fall of 2014, area legislators urged the department of transportation to proceed with the design and installation of the signalized crosswalk. In April 2015, design funds were released. The department of transportation was unable to encumber the construction funds by the lapse date and the construction funds were re-appropriated by the Supplemental Appropriations Act of 2016. In May 2017, the funds for construction were released.
The legislature finds that the department of transportation is moving forward with the signalized crosswalk project and is in the process of awarding the construction project. However, construction costs have increased over the intervening years and the bids received are higher than projected. An appropriation of an additional $352,800 is needed to complete this project.
The purpose of this Act is to authorize the issuance of general obligation bonds to complete the construction and installation of a signalized crosswalk on Vineyard boulevard at River street.
SECTION
2. The director of finance is authorized
to issue general obligation bonds in the sum of $352,000 or so much thereof as
may be necessary and the same sum or so much thereof as may be necessary is
appropriated for fiscal year 2018-2019 for the construction and installation of
a signalized crosswalk on Vineyard boulevard at River street.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 4. The sum appropriated in section 2 shall be expended by the department of transportation for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2018.
