A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The University of Hawaii at Manoa college of tropical agriculture and human resources cooperative extension service is a part of the world's largest nontraditional education system, the cooperative extension system, which can be found in every state and in most countries.  The cooperative extension system is a partnership among federal, state, and local governments and is responsible for providing science-based information and educational programs in agriculture, natural resources, and human resources.

     Through the cooperative extension service, the University of Hawaii at Manoa college of tropical agriculture and human resources developed the local and immigrant farmer education program, which consists of a team of cooperative extension service agents and specialists with an established network of government and industry partners.  It has established a solid reputation for delivering timely, useful, hands-on, quality extension education to Hawaii's underserved and socially-disadvantaged producers.  However, due to the present lack of federal funding, the program is facing many challenges.

     The purpose of this Act, therefore, is to appropriate funds for the local and immigrant farmer education program of the University of Hawaii at Manoa college of tropical agriculture and human resources cooperative extension service to support the growth and sustainability of the local agriculture industry.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2014-2015 for the local and immigrant farmer education program.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
