A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of health shall establish a pilot program to:

     (1)  Provide free external wireless broadband internet access, in parking lots adjoining department of health buildings in each county, to senior and rural residents so they may access internet-based health care services, including scheduling medical appointments and remotely attending telehealth appointments; and

     (2)  Assist with the digitization of certain vital records such as birth, death, and marriage certificates and offer assistance with remotely accessing these vital records to program recipients;

provided that nothing in this Act shall be construed as requiring the department of health to make any department of health buildings open to the public during non-business hours

     (b)  The department of health shall provide to senior and rural residents assistance and training in signing up for, and using, electronic and internet-based health care services.

     (c)  The pilot program shall cease to exist on July 1, 2024.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 for the department of health to provide wireless broadband internet access in each county pursuant to this Act.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2060.
