A BILL FOR AN ACT

 

 

Relating to Capital Improvement Projects for the Benefit of the First Representative District.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $28,380,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of capital improvement projects for the first representative district, as follows:

1.   To be expended by Hawaii health systems corporation:

A.   Hilo medical center, Hawaii

     Plans, design, construction, equipment, and appurtenances for creation of a telehealth unit.

          Plans                            $   20,000

          Design                              200,000

          Construction                      1,110,000

          Equipment                           670,000

              Total funding               $2,000,000

B.   Hale Hoola Hamakua, Hawaii

     Plans, design, and construction for creation of an Alzheimer's unit.

          Plans                              $  5,000

          Design                               50,000

          Construction                        445,000

              Total funding                 $500,000

2.   To be expended by the department of education:

A.   Paauilo elementary and intermediate school, Hawaii

     Plans, design, and construction of a home economics classroom to be a certified kitchen.

          Plans                            $   20,000

          Design                              200,000

          Construction                      1,780,000

              Total funding               $2,000,000

B.   Honokaa elementary school, Hawaii

     Plans, design, and construction of a covered play court, retaining wall, and covered walkway.

          Plans                            $   30,000

          Design                              300,000

          Construction                      2,670,000

              Total funding               $3,000,000

C.   Honokaa high school, Hawaii

     Plans, design, and construction for renovations of the athletic field.

          Plans                            $   30,000

D.   Ernest Bowen de Silva elementary school, Hawaii

     Design and construction for installation of a split air conditioning system in the library.

          Design                             $ 50,000

E.   Hilo high school, Hawaii

     Design and construction to renovate building B, including the auditorium and restrooms.

          Design                          $   500,000

          Construction                     10,000,000

              Total funding              $10,500,000

F.   Hilo high school, Hawaii

     Design and construction to upgrade the track and field.

          Design                           $  350,000

          Construction                      6,000,000

              Total funding               $6,350,000

G.   Laupahoehoe community public charter school, Hawaii

     Design and construction to install a handicap ramp from the elementary school wing to the main campus.

          Design                             $ 80,000

          Construction                        500,000

              Total funding                 $580,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
