A BILL FOR AN ACT

 

 

relating to youth.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  (a)  The department of education shall establish an alternative school program for juveniles in the justice system or other at risk youth, aged fourteen or older, who have trouble in a traditional school setting.  The focus of this program shall be concentrated on the Leeward Oahu and metro-Honolulu areas.

(b)  The department of education shall develop criteria and processes for enrollment, referral, and placement of youth within the alternative school program.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the alternative school program, including appropriate facilities, curriculum, supplies, and the hiring of necessary staff, to facilitate the ongoing education of juveniles involved in the justice system and other youth.

The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
