A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the thirty-ninth district of the house of representatives.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $435,120,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of financing capital improvement projects for the thirty-ninth representative district, as follows:
To be expended by the department of education:
A. East Kapolei elementary school
Construction of a new school.
Construction $60,000,000

B. East Kapolei middle school
Construction of a new phase three school.
Construction $45,000,000

C. East Kapolei high school
Construction of a new school.
Construction $108,000,000

D. Honowai elementary school
Design and construction for covered walkways in multiple areas; ground and site improvements; equipment and appurtenances.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2019.
