A BILL FOR AN ACT

 

 

RELATING TO NATURAL RESOURCES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The commission on water resource management and division of aquatic resources of the department of land and natural resources, in partnership with the University of Hawaii and department of health, shall conduct research on limu to understand the impacts of groundwater use on groundwater-dependent ecosystems.

     (b)  No later than twenty days before the regular session of 2026, the commission on water resource management and division of aquatic resources of the department of land and natural resources, University of Hawaii, and department of health shall submit to the legislature a joint report of their findings and recommendations, including any proposed legislation, concerning their research on limu and the impacts of groundwater use on groundwater-dependent ecosystems.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for research on limu to understand the impacts of groundwater use on groundwater-dependent ecosystems.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on June 30, 3000.
