A BILL FOR AN ACT
relating to the university of hawaii.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that in order to maintain and improve the University of Hawaii as a world-class educational institution, the State must continue to provide financial support. While academic excellence is at the core of higher learning, athletics is an important complement to the university experience that should not be overlooked. The legislature also finds that the University of Hawaii's athletic teams generate invaluable support and enthusiasm for the university as a whole, and are a major source of pride and positive publicity for the State. The University of Hawaii's prior achievements include an undefeated football season that led to an invitation to the Sugar Bowl. That feat set a new record in ticket sales that exceeded $5,000,000. The legislature further finds that adequate investment in the University of Hawaii football team, in particular, is essential for cultivating well-rounded students, maintaining community support, and fostering a learning environment characterized by success and achievement.
The purpose of this Act is to provide the University of Hawaii at Manoa football team with the resources it needs to solidify and strengthen its football program in a way that meets the needs of our student athletes.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $3,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the following capital improvement projects:
Men's football team locker rooms,
improvements
Design and construction $2,000,000
Football team film room,
construction
Planning, design, and construction $1,000,000
Alexander C. Waterhouse Physiology
Research and Training Facility,
expansion and improvements
Design and construction $500,000
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $120,000 or so much thereof as may be necessary for fiscal year 2013-2014 to recruit two strength and conditioning assistant football coaches.
The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 4. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys that are unencumbered as of June 30, 2015, shall lapse as of that date.
SECTION 5. The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 6. This Act shall take effect on July 1, 2013.
