A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Educational programs during the summer provide an important and effective opportunity for students to review and reinforce what they studied during the preceding school year. These programs also allow students to pursue enrichment classes or complete required courses so that they can take more electives during the regular school year. However, the cost of tuition for summer school programs is not low and can, in fact, be prohibitively high for students from socioeconomically disadvantaged backgrounds. Therefore, the purpose of this Act is to establish a pilot program at Leilehua high school on Oahu that waives tuition payments for qualifying students.
SECTION 2. (a) There is established a pilot program to be placed in the department of education for administrative purposes. The pilot program shall waive tuition payments on a first-come-first-served basis for regular education and special education summer school programs for students at Leilehua high school on Oahu who qualify under subsection (b).
(b) To qualify to participate in the pilot program established under subsection (a), students at Leilehua high school on Oahu shall:
(1) Have received free or reduced-price school meals under the National School Lunch Program of the United States Department of Agriculture during the preceding regular school year; or
(2) Have received or have been a dependent of a family who received assistance from the Supplemental Nutrition Assistance Program of the United States Department of Agriculture during the preceding regular school year.
(c) The department of education shall report to the legislature no later than twenty days prior to the regular session of 2019 on the results and effectiveness of the pilot program.
(d) The pilot program shall be repealed on August 1, 2018.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $20,000 for each fiscal year beginning on July 1, 2015, and ending on June 30, 2018, for the pilot program established by this Act.
The sums appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2015.
