A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Thirty-second REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $20,200,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the thirty-second representative district, as follows:

1.   Aiea elementary school, Oahu

     Design, construction, and equipment and appurtenances for installation of an elevator and construction of second floor connecting walkways for buildings A, B and C.  The elevated walkways will also serve as a covering for the first floor walkways connecting these buildings.

     Design                         $800,000

     Construction                 $4,000,000

     Equipment                      $200,000

          Total funding                     $5,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Aiea elementary school, Oahu

     Design, construction, and equipment and appurtenances for a new covered playcourt for rainy days and for large assemblies.

     Design                         $550,000

     Construction                 $3,500,000

     Equipment                      $250,000

          Total funding                     $4,300,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Alvah A. Scott elementary school, Oahu

     Plans, design, construction, and equipment and appurtenances to update and expand the over sixty-five year old existing school office to better serve the students, faculty and school community.

     Plans                          $100,000

     Design                         $100,000

     Construction                 $1,500,000

     Equipment                      $500,000

          Total funding                     $2,200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Moanalua elementary school, Oahu

     Design and construction for the covered walkway on main driveway to protect students, families, and staff from the rain and sun.

     Design                         $100,000

     Construction                   $200,000

          Total funding                       $300,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Moanalua elementary school, Oahu

     Design, construction, and equipment and appurtenances for expansion of the healthroom and addition of a conference room in the administration building.

     Design                         $300,000

     Construction                   $900,000

     Equipment                      $100,000

          Total funding                     $1,300,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Moanalua elementary school, Oahu

     Design, construction, and equipment and appurtenances for playground equipment that is currently cracked, old, and rusty.

     Design                         $100,000

     Construction                   $200,000

     Equipment                      $300,000

          Total funding                       $600,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Moanalua middle school, Oahu

     Construction and equipment and appurtenances for the outdoor covered playcourt for classes to use during the school day and during after school hours.

     Construction                 $2,000,000

     Equipment                    $2,000,000

          Total funding                     $4,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Red Hill elementary school, Oahu

     Design, construction, and equipment and appurtenances of the school's covered playcourt; ground and site improvements.

     Design                         $500,000

     Construction                 $1,500,000

     Equipment                      $500,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
