HOUSE OF REPRESENTATIVES

H.B. NO.

1200

TWENTY-FIFTH LEGISLATURE, 2009

STATE OF HAWAII

A BILL FOR AN ACT

relating to an audit of the hawaii state coalition against domestic violence.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature recognizes the severity of domestic violence in Hawaii and the importance of providing services to assist victims of domestic abuse.  One such entity is the Hawaii State Coalition Against Domestic Violence (HSCADV), a not-for-profit organization whose purpose is to coordinate efforts to end family violence in Hawaii.

HSCADV is composed of over 20 domestic violence agencies and programs statewide.  A number of these agencies and programs have received state funding in the past several years.  Given the current state of the economy, the legislature needs to make difficult financial decisions and also needs to ensure that there is accountability in the use of state funds provided to private entities.

The purpose of this Act is to direct the auditor to perform a financial and management audit of HSCADV.

SECTION 2.  (a)  The auditor shall conduct a financial and management audit of the Hawaii State Coalition Against Domestic Violence.

     (b)  The auditor shall submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2010, containing findings and recommendations, including any proposed legislation.

SECTION 3.  This Act shall take effect upon its approval.
