Requires the board of directors of the high technology development corporation to establish advisory subcommittees to make recommendations to the board. Requires a report to the governor and the legislature in 2016 regarding the formation of the sub-committees and their plans to develop industrial parks in conjunction with broadband cable landing and connectivity infrastructure facilities.
