Allows Policy Advisory Board for Elder Affairs to honor a non ex-officio member with an honorary kupuna title; requires Governor to consider honorary title when considering honoree's reappointment; authorizes Governor to reappoint honoree for continued terms over the honoree's lifetime. (SB54 HD1)
