Summary

Requires the Department of Agriculture to establish or participate in public-private partnerships to enhance the biosecurity program and quarantine inspection process. Requires the Department of Agriculture to adopt rules to establish requirements for biosecurity facilities. Appropriates funds for specified projects, including an integrated computer manifest system. (SD1)
