Summary

Prohibits any planning, design, financing, development, or construction of a new jail in a county having a population in excess of five hundred thousand unless the Hawaii correctional systems oversight commission participates as a full partner in the planning, design, financing, development, and construction of the facility. Appropriates moneys. Effective 7/1/3000. (HD1)
