Summary
Renames the existing Federal Grants Search, Development, and Application Revolving Fund as the Federal Grants Revolving Fund. Allows funds in the Federal Grants Revolving Fund to be used to monitor grant execution, ensure compliance with grant requirements, and audit grant expenditures.
