A RESOLUTION


Creating the Senate Alternative Sustainable Transportation Study Committee; and for other purposes.

WHEREAS, stable, affordable transportation is vital to the economy and security of the people of the State of Georgia and of the United States of America; and

WHEREAS, this state has not recently provided a systematic study of the state's transportation system or needs in general or with particular attention to energy or transportation alternative possibilities; and

WHEREAS, the citizens of Georgia would greatly benefit from a feasibility study for the adoption and encouragement of alternative, sustainable transportation in Georgia, including the analysis of the costs, benefits, and impact on economic development; and

WHEREAS, alternative fuels and fuel cells in combination with advances in emissions reduction technology may protect the citizens of Georgia from future spikes in gas prices and may offer significant emissions reductions; and

WHEREAS, the use of clean, renewable energy sources has many benefits, including minimal environmental impact and dramatic air quality improvement, and it constitutes a preferred alternative to third-world energy development; and

WHEREAS, it is in the best interest of the citizens of Georgia to be prepared for the integration of electric vehicles into the urban context and onto the power grid; and

WHEREAS, an extensive study is needed for the development of alternative transportation strategies and the analysis of the benefits and costs of implementation to the State of Georgia.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that there is created the Senate Alternative Sustainable Transportation Study Committee to be composed of seven members of the Senate to be appointed by the President of the Senate. The President of the Senate shall designate one of the members to serve as chairperson of the committee. The committee shall meet at the call of the chairperson.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the conditions, needs, issues, and problems mentioned above or related thereto and recommend any actions or legislation which the committee deems necessary or appropriate. The committee shall review the following matters in particular:
(1) The reduction of exposure in Georgia to economic fallout from oil supply disruptions and spikes in oil prices;
(2) Ways to lessen Georgia's dependence on foreign oil;
(3) Cost-effective means of reducing air pollution and carbon emissions;
(4) Means to facilitate alternative, affordable modes of transportation and fuel sources;
(5) Economic means of reducing traffic congestion; and
(6) The preparation of Georgia for the integration of electric vehicles into the urban context and onto the power grid.

BE IT FURTHER RESOLVED that the committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The members of the committee shall receive the allowances authorized for legislative members of interim legislative committees but shall receive the same for not more than five days unless additional days are authorized. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the Senate. In the event the committee makes a report of its findings and recommendations, with suggestions for proposed legislation, if any, such report shall be made on or before December 31, 2012. The committee shall stand abolished on December 31, 2012.
