A
RESOLUTION
Creating
the Georgia Ethics and Accountability Joint Study Committee; and for other
purposes.
WHEREAS,
there is a need for comprehensive ethics and accountability reform in the state
government; and
WHEREAS,
legislation has been introduced in both the House of Representatives and the
Senate this session seeking to address ethics and accountability issues;
and
WHEREAS,
there should be thoughtful and careful consideration and meaningful study on how
this legislation will impact the current ethics laws in this state and whether
such legislation will actually address the ethics issues which exist;
and
WHEREAS,
the current ethics issues are the source of much public discussion and debate;
and
WHEREAS,
the need exists for a comprehensive review of the current law and proposed
legislation in order to ensure that the best interests of the citizens of this
state are being promoted and protected.
NOW,
THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that there is
created the Georgia Ethics and Accountability Joint Study Committee to be
composed of four members of the House of Representatives to be appointed by the
Speaker of the House of Representatives; four members of the Senate to be
appointed by the President of the Senate; four members of the Georgia Alliance
for Ethics Reform, two to be appointed by the Speaker of the House of
Representatives and two to be appointed by the President of the Senate; and one
member of the Georgia Government Transparency and Campaign Finance Commission to
be appointed by the Governor. The Speaker of the House of Representatives shall
designate a member of the House and the President of the Senate shall designate
a member of the Senate who shall serve as cochairpersons of the committee. The
committee shall meet at the call of the cochairpersons.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the
conditions, needs, issues, and problems mentioned above or related thereto and
recommend any actions or legislation which the committee deems necessary or
appropriate. The committee may conduct such meetings at such places and at such
times as it may deem necessary or convenient to enable it to exercise fully and
effectively its powers, perform its duties, and accomplish the objectives and
purposes of this resolution. The legislative members of the committee shall
receive the allowances authorized for legislative members of interim legislative
committees but shall receive the same for not more than ten days unless
additional days are authorized. The other members of the committee shall serve
without compensation. The funds necessary to carry out the provisions of this
resolution shall come from the funds appropriated to the House of
Representatives and Senate. No later than June 30, 2012, the commission
shall submit its findings and recommendations to the Governor, the President of
the Senate, and the Speaker of the House of Representatives. The committee
shall stand abolished on September 30, 2012.
