A
RESOLUTION
Creating
the House Study Committee on the Use and Development of Nuclear Energy Plants in
Georgia; and for other purposes.
WHEREAS,
a global nuclear debate has been spurred by the chain of events beginning on
March 11, 2011, when Japanese nuclear power plants were damaged after an
earthquake triggered a tsunami; and
WHEREAS,
governments around the globe are studying safety enhancement features for
nuclear power plants and educating their citizens on the countless benefits of
such energy source; and
WHEREAS,
China's State Council has announced that it is suspending approval for all new
nuclear power plants until the government is able to issue revised safety rules,
in light of the unfolding crisis at the Fukushima nuclear facility in Japan;
and
WHEREAS,
Switzerland is studying its safety standards, and India has ordered safety
inspections for all of its nuclear plants; and
WHEREAS,
other countries are taking similar actions; and
WHEREAS,
nuclear power accounts for 20 percent of the energy production in the United
States and is a significant part of the nation's clean energy policy to build a
low-carbon future; and
WHEREAS,
since the safety aspects of nuclear power plants are of paramount concern, there
should be a vulnerability assessment of the nuclear power plants in Georgia for
the purpose of reassuring the public as to the safety and benefits of such a
valuable and much needed energy source; and
WHEREAS,
emergency response planning should also be studied to determine its sufficiency
and effectiveness; and
WHEREAS,
it is vital that the legislature study the safety aspects of nuclear power
plants in Georgia in order to ensure that the residents of this state are
protected to the greatest extent possible and to assure continued support for
the use and development of nuclear power in Georgia and throughout the United
States.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created
the House Study Committee on the Use and Development of Nuclear Energy Plants in
Georgia to be composed of five members of the House of Representatives to be
appointed by the Speaker of the House of Representatives. The Speaker of the
House of Representatives shall select one of the members appointed as the
chairperson of the committee. The chairperson shall call all meetings of the
committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the
conditions, needs, issues, and problems mentioned above or related thereto and
recommend any actions or legislation which the committee deems necessary or
appropriate. The committee may conduct such meetings at such places and at such
times as it may deem necessary or convenient to enable it to exercise fully and
effectively its powers, perform its duties, and accomplish the objectives and
purposes of this resolution. The legislative members of the committee shall
receive the allowances authorized for legislative members of interim legislative
committees but shall receive the same for not more than five days unless
additional days are authorized. The funds necessary to carry out the provisions
of this resolution shall come from the funds appropriated to the House of
Representatives. In the event the committee makes a report of its findings and
recommendations, with suggestions for proposed legislation, if any, such report
shall be made on or before December 31, 2011. The committee shall stand
abolished on December 31, 2011.
