A RESOLUTION


Recognizing and commending Ms. Lorette A. Sibilly on the grand occasion of her retirement; and for other purposes.

WHEREAS, Ms. Lorette A. Sibilly has been a dedicated public servant for the citizens of Georgia for more than 30 years and has been committed to upholding the highest standards of her position; and

WHEREAS, with a primary concern to produce an impeccable work product of the highest quality, Ms. Sibilly emulates the best qualitites of a state budgeting professional, including being fact driven, analytically thorough, and a trusted colleague and advocating for fiscal integrity; and

WHEREAS, she has shown a level of budgetary knowledge and analytical skills that have been recognized by six governors and their agency heads; and

WHEREAS, Ms. Sibilly has exhibited extraordinary devotion to the requirements of her varied positions and meticulous attention to detail in all her actions throughout her career of public service, including as a new analyst for the Office of Planning and Budget (OPB), coordinator for the General Government Division of OPB, and director for Budget Support Services; and

WHEREAS, over the course of her career with the Office of Planning and Budget she has devoted thousands of unpaid overtime hours, including weekends and holidays; and

WHEREAS, as director for Budget Support Services, Ms. Sibilly has overseen a fundamental transition of the budget development and reporting process and has been a key player in OPB's modernization of the system that allows for data entry and analysis in a cohesive budget system; and

WHEREAS, her deep historical knowledge of state government and budgetary, statutory, and constitutional requirements has helped to provide an objective context in which budget information can be reviewed and analyzed; and

WHEREAS, as a member of the Office of Planning and Budget Executive Office, Ms. Sibilly has worked closely with the agency director in setting timelines and guidelines for the budget development process, ensuring that the automated budget system functions properly and never hesitating to offer support and encouragement to co-workers; and

WHEREAS, her organization skills, dedication to detail, remarkable patience, and continuous sensitivity to the needs of divergent interests have earned her the respect and admiration of her colleagues and associates; and

WHEREAS, her integrity and reliability has earned her great trust over the years and her unyielding commitment will be sorely missed upon the occasion of her retirement; and

WHEREAS, it is abundantly fitting and proper that the outstanding level of dedication of this remarkable Georgian be appropriately recognized.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body commend Ms. Lorette A. Sibilly for her efficient, effective, unselfish, and dedicated public service to the State of Georgia, congratulate her upon the grand occasion of her retirement, and extend to her their most sincere best wishes for continued health and happiness.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to Ms. Lorette A. Sibilly.
