A
RESOLUTION
Recognizing
and commending Officer Scott Stowe; and for other purposes.
WHEREAS,
Officer Scott Stowe is highly regarded by the citizens of his community and
state and by local government officials as a person of unquestioned integrity
and dedication to the sound principles of law enforcement; and
WHEREAS,
on November 15, 2008, Officer Stowe observed a suspicious person while on his
routine patrol, and, when he approached, the individual fled on foot;
and
WHEREAS,
Officer Stowe immediately called for back-up and pursued the suspect into a
wooded area where, with the help of two other officers and after a physical
struggle, the suspect was apprehended and placed in custody; and
WHEREAS,
during the entire incident, Officer Stowe was unaware that the individual he
encountered was Georgia State Prison escapee Johnny Mack Brown, who was serving
a life-plus-70-year sentence and had vowed not to be taken back to jail alive;
and
WHEREAS,
Officer Stowe demonstrated great courage as he placed his own safety on the line
in order to apprehend a dangerous criminal and prevent future harm to civilians;
and
WHEREAS,
due to Officer Stowe's courage and bravery on that November day in 2008, he was
awarded the Medal of Valor, the highest honor to be bestowed upon a Lavonia
Police Officer; and
WHEREAS,
it is abundantly fitting and proper that the members of this body show their
gratitude for the unique and often unheralded contributions of Officer Stowe and
all local law enforcement officers on behalf of the citizens of this
state.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body commend the care, courage, and selfless dedication exhibited by
Officer Scott Stowe in carrying out the difficult duties of his vocation and
congratulate him on earning the Medal of Valor Award from the Lavonia Police
Department.

IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to Officer Scott
Stowe.
