1                        A bill to be entitled 
2         An act relating to independent living transition 
3         services; requiring the Auditor General to perform an 
4         operational audit of the independent living transition 
5         services program administered by the Department of 
6         Children and Family Services; requiring the Office of 
7         Program Policy Analysis and Government Accountability 
8         to conduct an evaluation of the independent living 
9         transition services program administered by the 
10         Department of Children and Family Services; requiring 
11         that the results of the audit and evaluation be 
12         reported to the Governor, the Legislature, and the 
13         Secretary of Children and Family Services; providing 
14         an effective date.

16  Be It Enacted by the Legislature of the State of Florida: 
17 
18         Section 1. Pursuant to s. 11.45(2), Florida Statutes, the 
19  Auditor General shall perform an operational audit, as defined 
20  in s. 11.45(1), Florida Statutes, of the independent living 
21  transition services program administered by the Department of 
22  Children and Family Services. The audit shall include 
23  examination of the provision of preindependent living services, 
24  life skills services, subsidized independent living services, 
25  aftercare support services, the Road-to-Independence Program, 
26  and transitional support services by the department and its lead 
27  agencies and providers. The results of the audit shall be 
28  provided to the Governor, the President of the Senate, the 
29  Speaker of the House of Representatives, the Secretary of 
30  Children and Family Services, and the appropriate substantive 
31  committees of the Senate and the House of Representatives no 
32  later than January 15, 2011. 
33         Section 2. The Office of Program Policy Analysis and 
34  Government Accountability is directed to evaluate the 
35  independent living transition services program, including how 
36  the Department of Children and Family Services and lead agencies 
37  plan, design, deliver, and oversee the program. The office shall 
38  provide the results of its evaluation to the Governor, the 
39  President of the Senate, the Speaker of the House of 
40  Representatives, the Secretary of Children and Family Services, 
41  and the appropriate substantive committees of the Senate and the 
42  House of Representatives by January 15, 2011. 
43         Section 3. This act shall take effect July 1, 2010.
