Florida Senate - 2012 SB 1848 By Senator Bennett 21-01271-12 20121848__ 1 A bill to be entitled 2 An act relating to nongovernmental organizations that 3 receive state funds; creating s. 11.063, F.S.; 4 requiring that a nongovernmental organization that 5 receives state funds in excess of a certain amount 6 provide a detailed report of its expenditures; 7 prescribing the items that must be reported; requiring 8 that the information be submitted electronically and 9 posted on a state website; specifying that an agency 10 contract must include a provision that the 11 nongovernmental organization must comply with the 12 reporting requirements; providing an effective date. 13 14 Be It Enacted by the Legislature of the State of Florida: 15 16 Section 1. Section 11.063, Florida Statutes, is created to 17 read: 18 11.063 Nongovernmental organization reporting 19 requirements.— 20 (1) Any nongovernmental organization providing services, 21 excluding those organizations providing Medicaid services 22 pursuant to chapter 409 or services relating to transportation 23 projects pursuant to chapter 339, must, by June 30 of any fiscal 24 year in which the organization received in excess of $100,000 in 25 state funds, provide a detailed report of the organization’s 26 total actual expenditures for the fiscal year in which the funds 27 were received, including: 28 (a) A detailed list of salaries and compensation for each 29 employee. 30 (b) Expenditures made for vehicles, travel, educational 31 development, media outreach, technology, and other operating and 32 capital expenditures. 33 (c) A narrative description of the manner in which the 34 state appropriation was utilized detailing the specific 35 expenditures made to achieve the service provided. 36 (2) The report required by this section shall be submitted 37 electronically and posted on the Florida Fiscal Portal website 38 in the form and manner prescribed jointly by the President of 39 the Senate and the Speaker of the House of Representatives. 40 (3) Each state agency shall include in any contract for 41 services with a nongovernmental organization that receives in 42 excess of $100,000 in state funds as provided in this section a 43 requirement that the nongovernmental organization comply with 44 the reporting requirements of this section. 45 Section 2. This act shall take effect July 1, 2012.
