    1                        A bill to be entitled                      
    2         An act relating to state renewable energy goals;
    3         creating s. 377.821, F.S.; directing the Office of
    4         Energy within the Department of Agriculture and
    5         Consumer Services, in consultation with other state
    6         agencies, state colleges and universities, public
    7         utilities, and other private and public entities, to
    8         develop a unified statewide plan to generate the
    9         state’s energy from renewable sources by specified
   10         dates; requiring state and public entities to
   11         cooperate as requested; providing plan requirements;
   12         requiring the office to submit the plan and updates to
   13         the Governor and Legislature; providing an effective
   14         date.
   15          
   16  Be It Enacted by the Legislature of the State of Florida:
   17  
   18         Section 1. Section 377.821, Florida Statutes, is created to
   19  read:
   20         377.821 State renewable energy goals.—
   21         (1) The Office of Energy within the Department of
   22  Agriculture and Consumer Services, in consultation with other
   23  state agencies, state colleges and universities, public
   24  utilities, and other private and public entities, is directed to
   25  develop a unified statewide plan to generate 100 percent of the
   26  state’s energy from renewable sources by 2050. All public
   27  agencies, state colleges and universities, and public utilities
   28  must cooperate with the office as requested. The plan must
   29  include interim goals to generate at least 40 percent of the
   30  state’s energy from renewable sources by 2030.
   31         (2) Achieving 100 percent renewable energy generation is
   32  intended to provide unique benefits to the state, including all
   33  of the following:
   34         (a) Displacing fossil fuel consumption within the state.
   35         (b) Adding new electrical generating facilities in the
   36  transmission network.
   37         (c) Reducing air pollution, particularly criteria pollutant
   38  emissions and toxic air contaminants.
   39         (d) Contributing to the safe and reliable operation of the
   40  electrical grid, including providing predictable electrical
   41  supply, voltage support, lower line losses, and congestion
   42  relief.
   43         (e) Enhancing economic development and job creation in the
   44  clean energy industry.
   45         (3) The plan must consider the potential impact of existing
   46  and additional renewable energy incentives and programs with an
   47  emphasis on solar and distributed resources, including energy
   48  storage. The plan must also consider the impact of power
   49  purchase agreements on attaining 100 percent renewable energy
   50  generation. The office must submit a statewide plan outlining
   51  potential strategies to reach the goals of this section to the
   52  Governor, the President of the Senate, and the Speaker of the
   53  House of Representatives by January 1, 2021, and must provide
   54  updates on the progress of achieving the state’s renewable
   55  energy goals each January 1 thereafter.
   56         Section 2. This act shall take effect July 1, 2019.
