    1                        A bill to be entitled                      
    2         An act relating to annual salary adjustments for state
    3         employees; creating s. 110.195, F.S.; defining terms;
    4         authorizing annual salary adjustments to base rates of
    5         pay of eligible state employees, beginning as of a
    6         specified date; specifying the manner of calculating
    7         the adjustment; providing exceptions; providing an
    8         effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Section 110.195, Florida Statutes, is created to
   13  read:
   14         110.195 Annual adjustments to state employee salaries.—
   15         (1) As used in this section, the term:
   16         (a) “State agency” means any official, officer, commission,
   17  board, authority, council, committee, or department of the
   18  executive, legislative, or judicial branches of state
   19  government.
   20         (b) “State employee” means an employee filling an
   21  established position as an employee of a state agency.
   22         (2) Unless otherwise provided, and contingent upon funding,
   23  in the General Appropriations Act, beginning July 1, 2020, and
   24  each July 1 thereafter, state employees shall receive an
   25  increase in their base rate of pay of either 3 percent or the
   26  rate of the most recent federal cost-of-living adjustment
   27  calculated for social security benefits, whichever amount is
   28  lower. If no social security cost-of-living adjustment was made
   29  for the current calendar year, there is no salary adjustment for
   30  that year.
   31         (3) The salary adjustment in this section does not apply to
   32  any elected official or to employees whose annual base rate of
   33  pay is equal to or exceeds $100,000.
   34         Section 2. This act shall take effect July 1, 2020.
