    1                        A bill to be entitled                      
    2         An act relating to climate health planning; creating
    3         s. 403.9112, F.S.; requiring the Department of Health
    4         to prepare an annual climate health planning report
    5         that contains specified information and
    6         recommendations; requiring the department to consult
    7         with certain entities and individuals; requiring the
    8         report to be published on the department’s website and
    9         submitted to the Governor and the Legislature by a
   10         specified date; providing an effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Section 403.9112, Florida Statutes, is created
   15  to read:
   16         403.9112 Climate health planning report.—
   17         (1) The Department of Health shall prepare an annual
   18  climate health planning report to assess the threat to human
   19  health which is posed by climate change and to develop
   20  strategies to help this state’s communities prepare for the
   21  health effects of climate change. The report must be based on
   22  the Centers for Disease Control and Prevention’s Building
   23  Resilience Against Climate Effects framework and must consider
   24  the effect of climate change on all of the following in this
   25  state:
   26         (a) Water quality, air quality, and sanitation.
   27         (b) The transmission of communicable diseases; the spread
   28  of pathogens and of vector-borne, food-borne, or waterborne
   29  diseases; the incidence of heat-related disorders and
   30  respiratory or allergic disorders; and mental health.
   31         (c) Crop yields, food production, and nutrition or
   32  malnutrition.
   33         (d) Housing and population migration.
   34         (e) Mobility and emergency response capabilities.
   35         (f) Wildfires.
   36         (g) Social unrest.
   37         (2) The report must:
   38         (a) Identify gaps in information and the need for any
   39  additional data collection, health monitoring, or research.
   40         (b) Address the health equity or disproportionate impact,
   41  if any, of the threats identified in subsection (1) based on
   42  residents’ medical or social vulnerability, including such
   43  factors as age, disability, race, sex, ethnicity, immigration
   44  status, gender, socioeconomic status, region of the state, or
   45  other factors the department deems relevant.
   46         (c) Include 1-year, 5-year, 10-year, and 20-year
   47  recommendations for policy and budget priorities associated with
   48  the identified threats, with an emphasis on the vulnerable
   49  populations identified in paragraph (b), prevention, and the
   50  need for additional research or data collection.
   51         (3) The department shall:
   52         (a) Consult with all of the following entities and
   53  individuals in preparing the report:
   54         1. Local county health departments.
   55         2. The Agency for Health Care Administration.
   56         3. The Division of Emergency Management.
   57         4. The Department of Environmental Protection.
   58         5. The Chief Resilience Officer.
   59         6. The Chief Science Officer.
   60         7. Relevant medical professionals.
   61         (b) Post the report on its website and submit a copy to the
   62  Governor, the President of the Senate, and the Speaker of the
   63  House of Representatives by January 1, 2021, and each January 1
   64  thereafter.
   65         Section 2. This act shall take effect July 1, 2020.
