Florida Senate - 2022 (NP) SR 6-D By Senator Bean 4-00005-22D 20226D__ 1 Senate Resolution 2 A resolution recognizing the outstanding character, 3 professionalism, and kindness of Senate Secretary 4 Debbie Brown on the occasion of her retirement. 5 6 WHEREAS, at its organization session every two years, the 7 Senate elects a Secretary of the Senate as prescribed by the 8 State Constitution, and 9 WHEREAS, this nonmember constitutional officer serves as 10 the Senate Parliamentarian, charged with maintaining all Senate 11 records, ensuring the continuity of Senate operations between 12 legislative terms, authenticating each act and resolution passed 13 by the Senate, and publishing the journal and the calendar, and 14 WHEREAS, the Secretary of the Senate oversees the 15 operations of bill drafting, bill and amendment filing, and the 16 electronic voting system and information systems, and 17 WHEREAS, in addition, the Secretary of the Senate is the 18 “face” of the Senate when the Legislature is not in session, 19 speaking to visiting civic and student groups and hosting mock 20 sessions for YMCA Youth in Government and the American Legion’s 21 Girls State and Boys State programs, among others, and 22 WHEREAS, since August 4, 2011, these responsibilities have 23 rested on the shoulders of the tireless Debbie Brown, whose calm 24 demeanor and decisive counsel have guided the last six 25 Presidents of the Florida Senate, and 26 WHEREAS, in June 1993, after nearly 20 years in the private 27 sector, this honor graduate of Liberty High School in Bristol 28 and Tallahassee Community College, who holds an Associate of 29 Science degree in business administration and management, 30 dedicated her professional talents to the Florida Senate, first 31 serving as a staff assistant, an editor, and an executive 32 assistant, and 33 WHEREAS, in November 2010, Debbie Brown was named Director 34 of Senate Administration and in the following year began her 35 service as Secretary, and 36 WHEREAS, Debbie Brown is a gracious leader and mentor, and 37 those who know her best describe her as “dedicated,” “an 38 extraordinary manager,” and “passionate and compassionate,” and 39 WHEREAS, while Debbie Brown has consistently demonstrated 40 her commitment to the work of the Florida Senate and the people 41 of this state, her top priority has been and will always be her 42 family: her husband Larry Brown; her son Michael Richter and his 43 wife Heather; her daughter Monica Guy; her four grandchildren, 44 Madelynn, Brayden, Sophie, and Hudson; and her mother, Hazel 45 Eddleman, and 46 WHEREAS, as was said on the day of her nomination as 47 Secretary of the Senate, Debbie Brown has been dedicated not 48 just to a job, but to a cause — making this state a better 49 place, NOW, THEREFORE, 50 51 Be It Resolved by the Senate of the State of Florida: 52 53 That the Florida Senate recognizes the outstanding 54 character, professionalism, and kindness of Senate Secretary 55 Debbie Brown on the occasion of her retirement. 56 BE IT FURTHER RESOLVED that a copy of this resolution, with 57 the Seal of the Senate affixed, be presented to Secretary of the 58 Senate Debbie Brown as a tangible token of the sentiments of the 59 Florida Senate.
