A bill to be entitled
2An act relating to deletion of obsolete Florida Statutes
3provisions; repealing s. 195.095, F.S., relating to the
4Department of Revenue's approved bidder lists and standard
5contracts relating to sales of electronic data processing
6programs or equipment; repealing s. 213.054, F.S.,
7relating to department monitoring of the use of certain
8tax deductions and an annual report on persons claiming
9such deductions; amending s. 213.053, F.S.; deleting an
10obsolete Department of Revenue disclosure provision;
11amending s. 443.163, F.S.; deleting an obsolete waiver of
12an electronic telefile reporting requirement; providing an
13effective date.

15Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Sections 195.095 and 213.054, Florida Statutes,
18are repealed.
19 Section 2. Subsection (5) of section 213.053, Florida
20Statutes, is amended to read:
21 213.053 Confidentiality and information sharing.-
22 (5) Nothing contained in this section shall prevent the
23department from:
24 (a) publishing statistics so classified as to prevent the
25identification of particular accounts, reports, declarations, or
26returns; or
27 (b) Disclosing to the Chief Financial Officer the names
28and addresses of those taxpayers who have claimed an exemption
29pursuant to former s. 199.185(1)(i) or a deduction pursuant to
30s. 220.63(5).
31 Section 3. Paragraph (c) of subsection (3) of section
32443.163, Florida Statutes, is amended to read:
33 443.163 Electronic reporting and remitting of
34contributions and reimbursements.-
35 (3) The tax collection service provider may waive the
36requirement to file an Employers Quarterly Report (UCT-6) by
37electronic means for employers that are unable to comply despite
38good faith efforts or due to circumstances beyond the employer's
39reasonable control.
40 (c) The Agency for Workforce Innovation or the state
41agency providing unemployment tax collection services may
42establish by rule the length of time a waiver is valid and may
43determine whether subsequent waivers will be authorized, based
44on this subsection; however, the tax collection service provider
45may only grant a waiver from electronic reporting if the
46employer timely files the Employers Quarterly Report (UCT-6) by
47telefile, unless the employer wage detail exceeds the service
48provider's telefile system capabilities.
49 Section 4. This act shall take effect upon becoming a law.
