A bill to be entitled
2An act relating to 911 calls; prohibiting the publication
3or broadcast of recordings of calls to 911 emergency
4services made by minors; prohibiting the publication or
5broadcast of recordings of such calls made by adults
6unless the voices of all persons recorded are obscured or
7masked so as to render the persons recorded
8unidentifiable; providing construction; providing criminal
9penalties; providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Publishing or broadcasting certain recordings
14of 911 calls.-
15     (1)  A person may not publish or broadcast, or cause or
16allow to be published or broadcast, through any means of mass
17communication, including, but not limited to, radio, television,
18and the Internet, a recording of a call to a telephone emergency
19service such as "911":
20     (a)  Made by a minor.
21     (b)  Made by an adult unless the voices of all persons
22recorded are obscured or masked so as to render the persons
23recorded unidentifiable.
24     (2)  This section may not be construed to abridge the
25rights of any person that are protected by the First Amendment
26to the Constitution of the United States or s. 4, Art. I of the
27State Constitution.
28     (3)  Any person who violates this section commits a
29misdemeanor of the second degree, punishable as provided in s.
30775.082 or s. 775.083, Florida Statutes.
31     Section 2.  This act shall take effect October 1, 2011.
