Summary
Provides penalties for the commission of a noncriminal traffic infraction or certain other violations that cause or result in the serious injury of a motorcyclist, bicyclist, pedestrian, or person of other means of conveyance. Provides enhanced penalties for such violations that cause the death of such person. Provides that the act does not prohibit the person from being charged with, convicted of, or punished for any other violation of law, etc.
