Summary
Changes the name of the Department of Children and Family Services to the Department of Children and Families. Authorizes the department to establish circuits and regions headed by circuit administrators and regional directors. Provides for operating units known as circuits and regions based on judicial circuits. Deletes provisions relating to the program directors for mental health and substance abuse, the service districts, the membership of community alliances, and the prototype region, etc.
