Providing that certain exempt records held by the Department of Highway Safety and Motor Vehicles be provided to the Department of Health to facilitate the issuance of a license; authorizing the Department of Health to adopt rules to administer the Charlie Mack Overstreet Brain or Spinal Cord Injuries Act; requiring physicians to complete certain continuing medical education requirements; revising qualifications for licensure as a massage therapist; deleting provisions creating the Advisory Council of Medical Physicists, etc.
