Revising legislative intent with respect to citizen ombudsmen; deleting references to ombudsman councils and transferring their responsibilities to representatives of the Office of State Long-Term Care Ombudsman; revising the purpose of the Office of State Long-Term Care Ombudsman; establishing districts; revising duties and membership of the State Long-Term Care Ombudsman Council; requiring long-term care facilities to provide representatives of the office with access to facilities, residents, and records for certain purposes; revising training requirements for representatives of the office and ombudsmen, etc.
