Authorizing a deaf individual to make a written request to the Department of Highway Safety and Motor Vehicles for an identification card and placard to indicate that the individual is deaf; requiring the department to issue such a card and placard under certain circumstances; requiring a law enforcement officer to seek an interpreter before arresting a deaf person for an alleged criminal violation; requiring the Criminal Justice Standards and Training Commission to provide basic skills training for law enforcement officers to interact with the deaf, etc.
