Summary

Provides for the merger of contiguous special districts. Provides that the merger or dissolution of dependent districts created by special act may be effectuated only by the Legislature. Requires involuntary dissolution procedures for independent special districts to include referenda. Provides that the Legislature may merge independent special districts created by special act, etc.
