Provides for creation of the Florida Infrastructure Fund Partnership. Provides for management of the partnership by the Florida Opportunity Fund. Authorizes the fund to lend moneys to the partnership. Authorizes the partnership to invest in certain infrastructure projects. Creates the Florida Infrastructure Investment Trust. Provides for the trust's issuance of certificates to investment partners. Specifies that the certificates guarantee the availability of tax credits under certain conditions, etc.
