Summary

Exempts overwater piers, docks, and structures located in deepwater ports from stormwater management system requirements under specified conditions. Provides exceptions to time limitations for the Department of Environmental Protection to issue a notice of intent to issue a port conceptual permit. Provides that a third party who challenges the issuance of a port conceptual permit has the ultimate burden of proof and the burden of going forward with the evidence in the first instance, etc.
