Requiring certain public utilities, defined as regulated companies, to submit a plan for increasing procurement from businesses controlled and operated by women, minorities, and service-disabled veterans; requiring the Florida Public Service Commission to establish guidelines to assist regulated companies in establishing such plans; providing that a regulated company may take certain measures to facilitate the participation of businesses controlled and operated by women, minorities, or service-disabled veterans, etc.
