Summary

Encourages local communities & public or private educational institutions to implement prearrest diversion programs for certain offenders; authorizes law enforcement officers of participating agencies to issue civil citations to adults; requires adult issued such citation to report for intake; requires appropriate behavioral health care services; requires that adult issued civil citation fulfill community service requirement & pay restitution; provides for criminal prosecution of adults who fail to complete program; prohibits arrest record from being associated with certain offense for adults who successfully complete program; establishes steering committee for program; requires program to share information with other such programs; specifies eligible nonviolent misdemeanor offenses.
