Defines term "ordinary medical care"; requires that DJJ adopt rules to ensure effective delivery of services to youth in facilities or programs operated or contracted by it; requires DJJ to coordinate its rule-adoption process with DCFS & APD to ensure that its rules do not encroach upon substantive jurisdiction of those agencies.
