Summary

Proposes creation of s. 14, Art. IV & s. 32 of Art XII of State Constitution to provide for elected, five-member Public Service Commission in executive branch & prohibits candidates for election to commission from accepting contributions from employees, lobbyists, officers, directors, or agents of any utility or entity regulated by commission, affiliates of regulated utilities or entities, business entities, law firms, & trade associations under certain circumstances.
