Summary

Defines "unaccompanied homeless youth"; provides for certification; authorizes certain unaccompanied homeless youths to consent to medical, dental, psychological, substance abuse, & surgical diagnosis & treatment, & forensic medical examinations for themselves & for their children in certain circumstances; provides that such consent does not affect requirements of Parental Notice of Abortion Act.
