Revises requirement that certain proceeds from Miami-Dade County Lake Belt Mitigation Plan water treatment plant upgrade fee be used to fund study reviewing mining activities & related claims; revises authority of State Fire Marshal to regulate mining activities; revises requirements for study reviewing mining activities & related claims; restricts statewide ground vibration limits for mining activities; authorizes CFO to direct State Fire Marshal to modify statewide standards, limits, and regulations.
