Requires independent sanctioning authority of youth athletic team to screen background of current & prospective coaches through designated state & federal sex offender registries; provides that commercial consumer reporting agency screening that meets specified requirements complies with screening requirements; requires disqualification of coach appearing on registry; requires written notice to disqualified coach, etc.
