Revises cause of action requirements for statutory civil actions relating to certain violations; requires that person submit construction defect claim to warranty provider before serving notice of claim; provides requirements for claimant & warranty provider; provides that certain actions do not constitute admission of liability & may not be admissible in action; revises provisions relating to construction defects & notice of claim requirements; authorizes claimant to request that independent qualified third party make repairs; tolls statute of limitations in certain circumstances; requires claimant to notify mortgagee or assignee within specified timeframe after service of notice of construction defect claim; requires claimant to send second notice within specified timeframe under certain circumstances.
