House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Cruz moved the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 2008 - 2083 4 and insert: 5 recruit and retaindesignateteachers who meet the needs of this 6 state and have achieved success in the classroomhigh academic7standards during their own education as Florida’s best and8brightest teacher scholars. 9 (2)There is createdThe Florida Best and Brightest Teacher 10ScholarshipProgram is created tobe administered by the11Department of Education. The scholarship program shallprovide 12categorical funding for scholarships tosalary increases to 13 recruit and retain classroom teachers, as defined in 14 1012.01(2)(a), and other instructional personnel, to be funded 15 as provided in s. 1011.62(18)be awarded to classroom teachers,16as defined in s. 1012.01(2)(a),whohave demonstrated a high17level of academic achievement. 18 (3)(a) To be eligible for a recruitment salary increase as 19 specified in the General Appropriations Act: 20 1. A newly hired classroom teacher must be a content 21 expert, based on criteria established by the department, in 22 mathematics, science, computer science, reading, or civics. 23 2. An instructional personnel staff member must be hired to 24 fill a designated critical shortage area or must voluntarily 25 switch fields to fill a critical shortage areascholarship in26the amount of $6,000, a classroom teacher must:271. Have achieved a composite score at or above the 80th28percentile on either the SAT or the ACT based on the National29Percentile Ranks in effect when the classroom teacher took the30assessment and have been evaluated as highly effective pursuant31to s. 1012.34 in the school year immediately preceding the year32in which the scholarship will be awarded, unless the classroom33teacher is newly hired by the district school board and has not34been evaluated pursuant to s. 1012.34. 352. Beginning with the 2020-2021 school year, have achieved36a composite score at or above the 77th percentile or, if the37classroom teacher graduated cum laude or higher with a38baccalaureate degree, the 71st percentile on either the SAT,39ACT, GRE, LSAT, GMAT, or MCAT based on the National Percentile40Ranks in effect when the classroom teacher took the assessment;41and have been evaluated as highly effective pursuant to s.421012.34, or have been evaluated as highly effective based on a43commissioner-approved student learning growth formula pursuant44to s. 1012.34(8), in the school year immediately preceding the45year in which the scholarship will be awarded, unless the46classroom teacher is newly hired by the district school board47and has not been evaluated pursuant to s. 1012.34. 48 (b) To be eligible for a retention salary increase as 49 specified in the General Appropriations Act, a classroom teacher 50 or an instructional personnel staff member must have been rated 51 as highly effective or effective the preceding year pursuant to 52 s. 1012.34, and must teach or be employed in a school for 2 53 consecutive school years, including the current year, which has 54 improved an average of 3 percentage points or more in the 55 percentage of total possible points achieved for determining 56 school grades over the prior 3 years 571.In order to demonstrate eligibility for an award, an58eligible classroom teacher must submit to the school district,59no later than November 1, an official record of his or her60qualifying assessment score and, beginning with the 2020-202161school year, an official transcript demonstrating that he or she62graduated cum laude or higher with a baccalaureate degree, if63applicable.Once a classroom teacher is deemed eligible by the64school district, the teacher shall remain eligible as long as he65or she remains employed by the school district as a classroom66teacher at the time of the award and receives an annual67performance evaluation rating of highly effective pursuant to s.681012.34 or is evaluated as highly effective based on a69commissioner-approved student learning growth formula pursuant70to s. 1012.34(8) for the 2019-2020 school year or thereafter.712. A school district employee who is no longer a classroom72teacher may receive an award if the employee was a classroom73teacher in the prior school year, was rated highly effective,74andmet the requirements of this section as a classroom teacher.75(c)Notwithstandingthe76 77 ================= T I T L E A M E N D M E N T ================ 78 And the title is amended as follows: 79 Delete line 210 80 and insert: 81 recruitment and retention salary increases;
