       Senator Farmer moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 30 - 173
    4  and insert:
    5         Section 1. The Public Service Commission, in coordination
    6  with the Office of Energy within the Department of Agriculture
    7  and Consumer Services, the United States Department of Energy,
    8  and the Florida Solar Energy Center, shall provide a report to
    9  the President of the Senate and the Speaker of the House of
   10  Representatives by January 1, 2024, which identifies the fixed
   11  costs of serving customers who own or lease renewable generation
   12  and the best practices and methods to reduce subsidization, if
   13  any. The report must also take into account the value of rooftop
   14  solar, including, but not limited to, the economic,
   15  environmental, resilience, efficiency, technical, and social
   16  aspects in ensuring that a public utility’s general body of
   17  ratepayers do not subsidize customer-owned or -leased renewable
   18  generation.

   21  And the title is amended as follows:
   22         Delete lines 3 - 25
   23  and insert:
   24         requiring the Public Service Commission, in
   25         coordination with other specified entities, to provide
   26         a report on certain costs of renewable generation to
   27         the Legislature by a specified date; providing
   28         requirements for the report;
